Renters' Reform Bill Returns To The Commons

Earlier this week, the Renters’ Reform Bill returned to the House of Commons for consideration of the proposed amendments put forward by the House of Lords.
While a number of these amendments were reviewed in detail, the majority were deemed unnecessary. As a result, the Government has returned the Bill to the Lords for further consideration before it proceeds to Royal Assent.
Although the exact timeline for the Bill becoming law remains uncertain, Housing Minister Matthew Pennycook has confirmed that the legislation will introduce periodic tenancies in a single implementation phase. This change will impact all existing assured shorthold tenancies (ASTs) within the private rented sector, as well as all new tenancy agreements going forward.
A detailed overview of the proposed reforms was shared in our blog post dated 10th March 2025, with further clarification provided in our Q&A blog published on 30th June 2025. Both articles are available in the News section of our website: www.butlersherborn.co.uk/articles.
We will continue to share updates as more information becomes available. In the meantime, if you have any questions or concerns regarding how the new legislation may affect your tenancy or property, please contact Vanessa Carter, Head of Lettings at Butler Sherborn.
